Fix accessibility regression for NVDA screen reader users on the new shipping page

Users are currently unable to select print batches because checkboxes are not detectable by the NVDA screen reader. We have received a request for temporary access to the legacy system to maintain operational continuity while this critical accessibility issue is resolved.
